I want to do everything on schedual such as to perform dhikr on time also I want to perform Istighfar but on time, so that I can have time to do other worldly stuff like studying. So, is there a set time for performing Istighfar?

You can set whatever time fits in your routine. You can set aside few minutes after every prayer and may be few minutes before you go to sleep. It is totally up to you. Or may be when you go out for walk....

the best time is befor fajr

it have a lot of reward and you will feel more peace
