What and from where on earth is that?? It looks Kurdish as well..

Thanks brother, I think the first image is the correct writing, just in case I took the picture upside down in the 2nd,
 
the first line is bismillah and something else i couldn't understand it
and the right vertical line is ya allah three times
and the others lines i couldn't understand them
i don't understand what is that ???
even it in my language i found it hard to understand
they wrote it as no meaning

The only urdu/arabic Islamic Scholar is out of country.

Why do you need it translating? Due to the dubious nature of this paper, just get rid of it in the appropriate manner.
