Is it 60
Including the busdriver that makes 62, but is their a busdriver, and there could be more people on the bus, but just the 7 Girls and their 7 cats and their 7 kittens, i think 60.

The way I see it there are:

7 girls for 14 legs
49 Mother cats for 196 legs
343 kittens for 1372 legs

Giving a total of 1582 legs

if you include the busdriver 1584 legs

ADDENDUM: and there dear friends is a practical example of why nobody ever hired me as a mathematican or accountant and explains why I can't balance my check book.

7 girls = 7×2= 14 legs

7 girls eachone has 7 bags means 7×7=49 bags and each bag has 7 cats means

49×7= 343 big cats , cats has 4 legs so ,343 big cats×4 legs = 1372 big cats legs

each big cat has 7 small cats means, 343 big cats ×7 small cats = 2401 small cats

small cats has 4 legs means, 2401 small cats × 4 legs= 9604 small cats legs

the bus driver has 2 legs

now we add ;girls legs+big cats legs+small cats legs+the bus driver legs

14+1372+9604+2= 10992 legs in the bus
