Does looking at some ones eye is Haram

Soon I have discovered precisely that when any one look into my eyes I feel awkward from my heart but sometimes at the moment it comforts me as well. But Many people never let me watch there eyes why?
 
Does looking into someone's eyes is Haram?

Either male or female if we look into there eyes we get comfort as well as hurt especially if look in the eyes of elders I looses my heart and when I look into there eyes of a children's younger than me I feel alive ..! Now my main point is this seems that we are stealing there lives and confidence which seems a little bit Haram as we are making them die.
