fiqh is always m,isconstrued as Islamic jurisprudence.

Shari'ah is Islamic jurisprudence or the jurisprudential laws that are enforced.

fiqh simply means understanding and in the context of this issue, it just simply means the understanding of certain Imaams in their practition of law and usoolu-fiqh were the utensils used to guide their understanding. The result of all of that upon a societal outcome is shari'ah.
