Brother Abdullah Saood posted this previously on another Islamic Forum.

The procedure for picking imams is very strict (I am quoting someone here as I have not seen the process). Anyway, they are chosen on mainly 2 things Tajweed of Quran and Islamic Knowledge.
The scholars tend to be chosen from the big Universities (e.g. UQ & MU). Oh yeah and they have to be Saudi.
An application is then sent to King Fahd who approves it and they are appointed as imams.

^ That was before King Fahd's death obviously, so now its King Abdullah's approval. lol.

I am 100% sure that Imams are chosen by the Royal family and an application needs to be made, after which the King decides (see previous posts for more detail) based on qirat and knowledge. As far as I know you have to be a SAUDI (I know Islam doesn't differentiate between Arabi and Ajami). But all the people I have asked they have confirmed all the Imams are Arabi.
