i just solve in first look. seems i have good iq.....lol

^^ I think it was already explained by Abu Yahya.

f(2 , 3) = 10 = 2 * (2+3)
f(7 , 2) = 63 = 7 * (7+2)
f(6 , 5) = 66 = 6 * (6+5)
f(8 , 4) = 96 = 8 * (8+4)

conclusion
f(x , y) = x * (x+y)

=>
f(9 , 7) = 9 * (9+7) = 144
