new user and need help with ghusl

Assaslam alaikum im a new user and need desperate help with ghusl. recently in my country there is a dangerous microscopic parasite in the water which travels through the nose and attacks the brain. as a result sniffing water up through the nose is dangerous however now i have added chlorine to the water supply to kill the parasite. But the chlorine has changed the smell and taste of the water and i have read that this prevents ghusl. Please help i really need to know what to do now

Í wonder is it permissible to make wudu using sand if using water is not possible - if you are not sure that using water is safe to you.
