Anyway, is it permissible for a Muslim to take a oath while touching the Quran? :?

The only way a Muslim is permitted to take an oath is to make the oath to Allah(swt)

Wait, what? What are you refering to? This has absolutly nothing to do with his religion. It is political standpoint, of the culture being the stroinger reason in the swearing in ceremony then the actual religion.

It has nothing to do with his faith, and if I were to guess, I would say he is almost 100% non-Torah observant.

I am unaware of the exact ruling on that. I would say it is not necessary to place a hand of the Qur'an, but my inner instinct tells me it is not haram to do so. I could be wrong on that. Astagfirullah
