Most of the people on this list only speak arabic. But in the second link that I provided, it states some students of knowledge and scholars who speak English. Please recognise which country they live, so try to call them at a reasonable time. And as for them reciting Qur'an, they are very busy so I suggest that you only call them if you need something answered inshaAllah.

And yes, he is the grand mufti.
