We cannot say that it is THE oldest/first Qur'an. We cannot.

In the world, may be there is The Qur'an still older than that Qur'an shown in the picture, which people do not know of, or have not found.

Allah knows best about it.

I'm a little surprised they seem to be handling it in that fashion. Shouldn't they be wearing gloves or using those plastic tweezer thingies?

For touching The Qur'an, a Muslim needs to perform ablution (wudu), only then can he touch The Qur'an.
So there is no problem in that pic. Those people are touching the Qur'an so long as they are in a state of ablution (wudu).

Yes. Cotton or surgical gloves are usually used with ancient documents to prevent contact with sweat and contaminating substances found on the skin. A lot of that stuff even a thorough wash won't get rid of.
