It's Mishaaree bin Raashid Al-Afaasee http://www.audioislam.com click on Recitation on the left and choose Mishaaree bin Raashid Al-Afaasee (on the drop down menu) and the surah he is reciting is Surah Al Alaq (Download Surah)

It might sound different because the recitation you put up was bad quality.
