a lot of people complain and ask that after they repentant/realize their sins,...the guilt is there, but they dont find themselves stopping that sin. they dont seem to make positive progress in changing, despite their acknowledging that they have done wrong.

question is: why is it that despite feeling guilt, etc some people find that their situation doesn't change. one step forward, 2 steps back...why? is their repentance not sincere enough...or...?

This is because repentance has three parts to it, but the vast majority only fulfil the first of the three. These three are a) feel regret for the sin, b) repenting to Allah and asking, begging and imploring Allah for his acceptance of us through tawbah, good deeds and turning away from the sin for good, and c) never returning to the sin.

If one falls into the sin after following these three steps then his resolve is fragile and his will and determination is weak. Their patience after repentance should be firm and their resolution should be strong otherwise they have only themselves to blame.
