Question about plucking eyebrows and cosmetics

In an extreme case of untrimmed eyebrows like the one below. Is it still unacceptable to adjust or groom it by plucking or shaving?

Like wise in other exteme cases of physical abnormalities, is it permitted in islam to bypass the prohibition of cosmetics to bring back the abnormal to normal (even if the abnormal causes no medical harm to the human, only in appearance)?

What tells you that this is an extreme case of untrimmed eyebrows?

The fact that i cant tell where her actual eyebrows start or end. Her eyebrows are covering her forehead and borderline merging with her hairline. But if your asking for something scientific or a world accepted standard then ive got nothing cause i dont think there is such a thing in the first place :p

Anything apart from that is permissible, such as removing hair from the arms and legs, and the area between the eyebrows. The following appeared in-Fataawa al-Lajnah-(5/197):-
Question: What is the ruling on plucking the hair between the eyebrows?-
Answer: It is permissible to pluck it, because it is not part of the eyebrows.-
