I wasn't able to figure out the need for brother's section and also the need for access.

what kind of qualification does a member need for accessing it

I believe your suppose to have atleast 100 posts before applying after that its up to the moderators (the bro's) to decide if you can access it or not.

The brother's section was made to limit the freemixing of certain topics/issues that would be better discussed between brothers rather than in the public forums. Also, i suppose, it provides a closer unity between the brothers as its more of a secluded area in which they can get to know each other better without having to worry about us girls getting all up in their business.

You must have at least 100 posts to be qualified to register Inshallah.
