What are reasons that a person would not fast? I think being on a menstrol cycle is supposed to be one, and probably sick, but what about underweight? Under what conditions is one relieved of fasting?

As far as i know, apart from menstruation and sickness, a Muslim may be excused from fasting during pregnancy and also during long distance travel. Here's a link which may help answer your question

Muslims who can’t fast (elderly who are not strong enough to fast, very sick people, etc.) should give Fidya, a compensation for each missed day of fasting. If however an old or sick person gains strength after Ramadan, it is recommended that he/she fasts to make up those days, and the Fidya they paid will count as a sadaqah on their behalf.What Allah (swt) has said about paying fidya:" . . . And as for those who can fast with difficulty, they have (a choice either to fast or) to feed a Miskîn (poor person) (for every day). But whoever does good of his own accord, it is better for him. And that you fast, it is better for you if only you know." (Al-Baqarah 2:184)

I just wanted to understand about the sickness. Is it haraam for a person to fast with any illness ?
If a person is suffering from cold , but still decides to fast and completes the fast . Will the fast be rejected or accepted ?

A sick person: may break his fast which, if continued, would only aggravate the illness or delay its cure. Similar is the case of a the person who is overcome by hunger and/or thirst and fears that he may die because of it, even if he is resident and healthy. He must make up the days of fasting that he missed. The following two 'ayat support this point: "And do not kill yourselves, Allah is ever Merciful to you," and "He has not laid upon you in your religion any hardship." If a sick person or a traveler fast and withstand the hardships of the fast, and continue to fast while feeling the hardship, their fast will be valid but disliked, for they did not accept the concession Allah gave him, thereby causing himself much hardship and the Prophet (S) said: "Allah loves to give allowances just as He hates that you commit sins" and in another narration "just as He love to give His obligations" [Ibn Hibban and others; Sahih]. He also said: "It is not righteousness to fast during a journey". [Bukhari and Muslim]

Assalamualaikum.
Muslims who get uzur (barrier) can leave their fast in Ramadhan. However, there are uzur which should be 'paid' by qadha (fast in other months), there are uzur which can be 'paid' by fidya.
But seem like you did not differentiate those uzur. If someone getting sick in Ramadhan, but he still has a hope to recovery and pay missed fast with qadha, he should make intention to do qadha first. If then he still not able to do qadha, he is allowed to change qadha with fidya. For old people who are very weak to do qadha, or sick people who have no hope to recover and strong enough to do qadha, 'pay' their missed fast with fidya is enough. If they have paid fidya, but later they are strong enough to fast, they do not need to 'pay' again with qadha.
