Having separate swimming pools for Brothers and Sisters , separate tennis courts , indoor courts etc all at a normal price should be the basic idea of such resorts and Hotels.

There is also an important job to be done in the field of encouraging existing facilities to institute Muslim-friendly policies and get them to work on acquiring halal certification.

For example, in the following article, you can see that the chain of shoe shops Torfs in Belgium have worked closely with Rachid Lamrabat of the marketing consulting firm Tiqah, to institute Muslim-friendly commercial policies, with a focus on the recruitment of headscarf-wearing shop assistants. They will obviously use a specialized HR (Human Resources) firm to find/identify the right persons. They obviously do not want to hire just anybody wearing a headscarf. The chief executive of the company emphasized in the article that there are also other professional requirements, related to interaction with customers. Roughly translated, it means that they want persons with typical middle-class -or at least neutral accents and who give an educated impression, and not people who suffer from an infestation of slang in their language, or suffer from other inappropriate use of vocabulary.
... all at a normal price ...
In my impression, Muslim-friendly commercial policies do not seem to be more expensive, cost-wise, than pagan ones. Hence, they should not have a cost-increasing influence.

I personally think that Muslim entrepreneurs would be able to better benefit from the system of crowd funding, in order to reduce the need to invest their own capital. Members of an Islamic public could just like and appreciate the idea and make a very nominal donation (a few dollars or so) to encourage the entrepreneur to go ahead with his idea. Other members may make a larger investment (a few hundred dollars) and expect something in return: a discount card or a share in the financial profits of the venture.

In 2013, over US$5.1 billion were raised via crowdfunding worldwide, which increased to US$16 billion in 2014 and was estimated at over US$34 billion in 2015.

In my impression, Muslim entrepreneurs are a bit late to the game:

Still, some people are trying to work on it, and there is even an Muslim crowdfunding alliance, but I also perceive something like a lack of enthusiasm from the mainstream Islamic general public.

Crowdfunding is an important principle. It does not just allow the entrepreneur to reduce his capital needs, but a successful campaign also pretty much guarantees an early-adopter customer base, who will trigger word-of-mouth campaigns and hence solve important marketing problems. It is a good way of guaranteeing a hardcore kernel of believer-customers who will help keeping the business afloat even during difficult times. Customers also prefer to do their shopping in places in which they in one way or another believe. It is mutually beneficial, because it gives people an environment which is more likely to care about them, and which is less impersonal. It creates micro-communities of co-funders in the same business ideas. These people may be similar in more than one way. This can yield interesting relations and plans in other fields.

In order to start a crowdfunding platform, you need software. I recommend against using proprietary software and to only use free and open-source software:

A few examples of existing open-source software for crowdfunding:

In order to modify and customize such open-source software, you can use a specialized marketplace such as:

In this kind of place, you can outsource that kind of software development work. Of course, the first modification to any crowdsourcing platform software would be to exclusively use cryptocurrencies such as bitcoin, and avoid the use of the interest/riba-infested banking system for Muslim funding projects. Therefore, in my impression, the very first project should be the mother of projects, i.e. the project aimed at arranging the funding other projects: rolling out a halal Islamic crowdfunding platform.
