There would seem to be some kind of lens or technology that could detect one's presence even if "cloaked". Perhaps along the lines of infrared or night vision goggles.

It would probably be visible to radar and detectable by echo-location. Probably also by infra-red as it would be emitting heat.

That depends what that cloak is doing exactly. If it is displacing sound and heat then it won't be detectable by echo-location or infra-red.
