Yes it is still there.Chinese in cities and towns cam have just one child, people from villages and ethnic minorities can have two. But nowadays the new rich Chinese often have more children and they arent afraid of the fines because they can afford to pay them.
Actually there is no good solution for China's demographic problems. If they allowed the citizens to have as many children as they wish, China would be overpopulated with millions of starving people.But on the other hand, nowadays the chinese population is getting older quickly.Soon they will have the same problems as Europeans have.And probably soon China will have about 100 million single young men. As we know from history, large numbers of single young men lead to wars often.
