I think it is recorded in surah Anfaal. His name was Ibn Mukhtoom. He came to ask the prophet(pbuh) some questions but was turned away. The prophet(pbuh) was talking to the Quraishi leaders and the prophet(pbuh) wanted them to learn a bout Islam. Afterwards Allah revealed the verse to the prophet(pbuh).
