I wouldn't normally do this, but too add to the last hint I gave, it does include the waiter giving the change.

So person 2 sits at the same table as person 1, and the waiter is the same who served person 1.
 
you said exact same change did person two walk out with the exact same change i.e none cos he ordered nothing and he didnt have any money...and person one walked out with the exact same change from his coffee?

Person 1 and Person 2 are twins
So the waiter forgot that he'd already given change to person 1, so gave it to 2 aswell

Don't forget Moss that one of the hints were that if your possible answer was to be played in real life, it'll work each time 100%. What are the chances that everyone has a twin? Very slim.

ok how about
p1 goes out and accidentally forgts half the change.
the waiter seeing that he sat with p2 gives him the change to give his p1

I think if you was to go back and re-read this whole topic, then give it some clear thoughts, the answer will be obvious. It won't be banging in your face, but somewhat obvoius.
