affection is محبت Muhabbat, its general. Like we say, wuh apnay waladayn say intihay muhabat karti hae: she has deep affection for her parents.

While shafqat is more specific, used to show love and care of elders for young ones, like maa nae bachay ku shafqat say samhjaya. Mother advised the child with kindness.
