What happens in an Islamic State if Zakat being 2.5% is not enough Wealth or Money to help everyone who needs it ? In many Capitalist Nations or Communist or Socialist Nations the State raises Taxes in Times of Emergency like a Famine a lot of Poverty or an Earthquake. My question is can an Islamic State ever raise taxes in times of Emergency or are there no Exceptions ? Can more Wealth be taken from the Wealthy People if there is an Emergency ? Is Zakat 2.5% always enough

I know Islam allows Sadaqah Voluntary Charity ?
but what if in a state of Emergency people don't want to give Voluntary Charity ? Can anyone give me any info on this subject thank you ? Please look at this link below.


8- Can an Islamic State Levy Modern Taxes?Can an Islamic state impose taxes such as Wealth tax, Income tax, Customs Excise, Sales tax, Gift tax, Capital Gains tax, Property tax, etc., on its Muslim citizens in addition to Zakat? This question is being hotly debated these days. The issue cannot be resolved easily since there are no clear instructions either in the Qur’an and the Sunnah in the favour of or against the proposition under debate. Some people argue that an Islamic state cannot charge taxes besides Zakat from its Muslim subjects, while others are of the opinion that the State, in case of need, is well authorised to levy taxes in addition to Zakat. Interestingly, both the groups try to build up their arguments from the Qur’an and the Sunnah and also quote the early jurists in order to prove their contention. Since there is no direct injunction of the Holy Qur’an or of the Sunnah which would either authorise the Islamic state to impose taxes or would prohibit it to do so, there is no need of analyzing and discussing the arguments of both the groups of contenders.

The classical Islamic scholars also gave justifications for taxation as a major source of government revenue in an Islamic state. Imam Malik said to be the advocate of taxations Islam. He says: “if there were nofunds in the treasury, the state has the right to levy taxes on the rich up to the level that satisfies the need immediately and until the revenues of the treasury appear.”(see Mohammad Abu Zahra, Imam Malik, 1963, pp. 400-401).

Zakat is the only tax an Islamic government can impose upon its Muslim citizens. It is not merely a charity fund but can be spent on the collective needs of the people as well: The zakat money can be used to pay the salaries of all government officials including that of the head of state, to build all works of public interest, to cater for defence requirements and to establish an Islamic system of Insurance. In short, the system of zakat envisaged by the Qur’ān and Sunnah totally meets the requirements of running a welfare state. Unfortunately, the true concept of zakat has over, the years, altogether vanished from our religio-political scenario. This dissertation is a humble attempt to revive this concept and as such a modest contribution towards the re-establishment of an Islamic Economic Order.

I don't know the answer, but I think Jizya would maybe play a role somewhere. During the ruler-ship of the second caliph Umar RA, there was a famine in Medina and he sent a letter to his governors who were placed all around the empire to send aid if they could, so the governor of Egypt at the time sent a massive caravan of camels to Medina, with lots of food and supplies and so did the other governors, they were able to send supplies because there was no famine in their part of the empire, crops were growing etc so they were able to send aid at the Calipha's request.
