when you ask anyone (a liar or a truth teller) : are you truth teller ? the answer will be always : YES (the truth teller will tell you "yes", and the liar will lie and tell you "yes" also.

So from the answer (yes) of the first tall man, we don't know if he is liar or not, no new information, because the answer will be "yes" anyway.

but now the second (short) man necessarily heard the "YES" from the first man. So, will he repeat what he heard without lying ?

if the second man were a liar, he would say : I heard "NO". But he said what he truly heard (YES). So the second (short) man is a truth teller. And we have to believe him when he say the "tall man is a big liar".

So, conclusion :
* the first tall man is a liar.
* the second short man is a truth teller.

^ nope. The question is about a Crime. If forgiveness is sometimes inappropriate, it's disapproved when done, not when attempted.
look at the Q again (what crime could like that ?)

nope. Think of something (a crime) that you can be punished when you intend to do, but when you do it, it's impossible to punish you for it.
