Most people can't, but some can place their right palm on their right shoulder. The right elbow answer is a correct one; at least for the majority.

Yes and also you cannot touch your left elbow with your left hand, but the Q is about what the right hand cant do and what the left elbow can do.

Right elbow is correct You can touch your right elbow with your left hand, but you can not reach it with your right hand.
