Allah's Messenger :saws:said, "Verily, from that which people received from the first words of prophetic guidance was, 'If you are not embarrassed, then do what you want.'" Narrated by Bukhari.
 
In al-Fath al-Mubin, Ibn Hajar defines modesty (ar. haya'):

“It is what restrains one, a fear for one's self that his doing something bad might become known.”

Haya' is a natural state that one is endowed with, while experiencing it in full is something that an individual must strive for.
