Have you tried talking to your father about it then? Maybe he'll be easier to talk to, and presumably because he's in close contact with your mother, he'll be able to give you an idea of what the problem is, if in fact there is a problem.

sis why dont you take her to aside and talk her and dont beat around the bush....but dont be too harsh....because maybe she doesnt realise just exactly the seriousness of what she is doing....and hopefully inshaAllah she will take heed of what you say to her and she will calm down
